Can I geneticly modify native populations of occupied planets?

I'm new to Stellaris and the sole reason I downloaded it is bc of my obsession with the book "All tomorrows". I haven't reached the point where I can geneticly modify biological beings, but I'm just asking in advance. Btw I don't want to improve their genes, but rather make them negative.
